[Not a bug] Path to Human Wizard - Missing NPC

I cannot find Wasteland Lizardman, NPC needed to complete Path to Human Wizard quest.
I am by the spot it is supposed to be, marked in the quest. It's not near the trees as I remember. I also looked around the area and waited a long time for it to respawn if needed.
¿Can you please check this or tell me if it's in a different location?
